IBM's HR Venture Portents Back Office Future | Channelnomics

IBM is now a human resources specialist. Big Blue?s acquisition of HR software leader Kenexa Corp. for $1.3 billion puts it in line for a share of the growing demand for cloud-based back-office applications, and on a collision course with other software vendors including SAP, Oracle Corp., Salesforce.com Inc. and Microsoft Corp.

The bigger story, however, is the significance of this acquisition with regards to how it and other deals like it are reshaping the IT marketplace and the channel. The big software vendors are racing to position themselves for anticipated growth in the next generation of cloud services, namely back-office automation and solutions that drive better business outcomes.

Since December, enterprise software vendors have been snapping up specialty companies to bolster their back-office solutions inventory. In the last year, Oracle bought cloud management software vendor Taleo Corp. for $1.9 billion and infrastructure management provider Right Now Technologies. SAP bought HR specialist SuccessFactors in December 2011 for $3.4 billion. Microsoft is pushing the HR applications of its independent software vendors, which are developing on Dynamics AX. And Salesforce.com is expected this fall to launch Work.com to extend its core cloud-based CRM into HR management.

These acquisitions go well beyond the middleware layer of management and platform development that Oracle (Fusion), IBM (Websphere) and Microsoft (Azure) have engaged in over the last several years. And they?re a layer of abstraction above the cloud management and facilitation applications developed by VMware Inc., CA Technologies, BMC Software Inc, IBM and Hewlett-Packard Co.

The difference: Software, like that developed by Kenexa and SuccessFactors, is about a specific set of workloads rather than the IT fabric itself. It?s about executing on a business process that has a definable outcome with the goal of providing greater business value. They automate processes, take steps out of work flows and expedite outcomes. They are cost-savings and revenue enablers.

IBM, SAP, Oracle and Salesforce.com recognize this, as do other cloud vendors looking to support, integrate or manage back-office applications on behalf of customers. The trend to which all these vendors and providers are reacting is customers? growing appetite for not just IT tools that work, but solutions that do work for them. Just as IT vendors seek more definable return on investments, customers too want more than speeds and feeds from their on-premise and cloud-based tools.

Here?s the challenge for solution providers: keeping up with the complexity of these applications, especially in hosted and cloud-based delivery.

The majority of the channel remains squarely focused on hardware products and cloud-equivalent solutions. If a solution provider isn?t selling an on-premise server, it?s supporting, managing or reselling a cloud-version that it?s hosting or hosted by a third-party. Too many solution providers lack the skills and capacities for advance applications, such as Kenexa. Already solution providers are having a hard time finding talent to fill their current cloud and services-based staffing needs. As the back office trend develops, talent at the solution provider level will become scarce.

Moreover, the delivery of back office applications requires different sales processes, professional services that focus on business structure and operations rather than IT, and technical capacity to integrate and customize implementations. These are difficult qualities for vendors to fulfill, much less the average solution provider. This means more back office deals will go direct, and will drag traditional sales with them and away from the channel.

And this isn?t just about HR applications. Microsoft, Salesforce.com, Oracle and IBM are pushing deeper into what?s being called ?the social enterprise,? which is transforming business communications with the inclusion of social tools. Other vendors are developing automation capabilities for supply chain management, inventory control, capacity planning and facilities management. None of this is to speak of the Big Data trend that?s already unfolding, in which business analytics are integrated into data collection and storage to uncover trends for better planning and strategic decision-making.

IBM is saying the acquisition Kenexa will better position it for growth in the HR software segment and give it an ability to compete with the likes of Oracle and SAP. It and the greater business software acquisition trend is call to arms, as well, for solution providers to start incorporating back office solutions into their future planning. The next generation of channel success may be defined by those who can deliver and support solutions that go well beyond hosted servers and email.

Curbing Campus Confusion ? The Washtenaw Voice

As another academic year begins, plenty of students will step foot on the campus of Washtenaw Community College for the first time. Whether you?re the fresh out of high school 18-year old pre-law student, or the 40-year-old accountant who wants to take a photography class, college can be a mystery for the first couple weeks.

Between learning where your classes are on campus, to where to go get a quick snack between classes, it takes some time to master.

Have no fear as The Washtenaw Voice?has compiled a guide that features the who, what, where and when that every new student needs to know.

Education beyond the classroom

Just because it?s a community college, it doesn?t mean Washtenaw Community College doesn?t have plenty of ways for students to enhance their experiences.

Student Activities, located on the newly-renovated first floor of the Student Center, is the best way to find out about the various clubs and activities offered throughout the year. Open from 8 a.m.-5 p.m. every day, there is always someone in the office to help you find the best fit for you.

For the athletes on campus, Club Sports offers numerous sports and intramural activities to students that run through the entire school year. If you?re only interested in having a little fun and not the competitive side of sports, drop-in sports are also offered throughout each semester.

Club Sports is open Monday-Friday from 9 a.m.-5 p.m.

Be sure to visit the brand new Community Room on the newly renovated first floor of the Student Center. It features table tennis, pool, darts and air hockey and a wide array of tech toys.

Parking

Over the first few weeks of the semester, finding reasonable parking will be a hassle for even the most veteran WCC student. For those of you with 9 a.m. classes, a good rule of thumb is to plan on being to campus by 8:30 a.m. in order to get a decent spot. Between traffic around campus and the stampede of drivers looking for spots, it can easily take this long to find a spot.

If you don?t mind a bit of a walk, there is always parking in the lots out by the ML Building and further down in the lots near the O.E building. The year-old parking garage can be hit or miss depending on the time of day and what the weather is like outside. On rainy days those spots tend to fill up quicker.

In the afternoon, you can try your luck and hope to catch an empty spot in the lots closest to your class. The parking garage usually has a few spots open by 1 p.m.

By the time evening classes begin, most lots have plenty of parking and the traffic around the college tends to die down, making getting to campus an easier task.

Advising and Counseling

We?re all here for a reason, from students looking to transfer to a four-year institution, to the woman looking to improve her resume for an existing job. But it?s important to make sure that you?re taking the right classes for your goals.

To make sure you?re on the right path to success, visit the counseling office located on the second floor of the Student Center. Typically, the counseling office is open Monday-Thursday from 8 a.m. ? 6 p.m. and on Friday from 8 a.m.-5 p.m.

A word of advice: Be prepared when you visit and ask good questions. The more thought you?ve put into your academic future, the better advisers can help you.

Tutoring

Having trouble with that required math course? No worries, as a student, free tutoring is available to help you stay on top of your classes. Learning Support Services is located in LA 104 should be the first stop for students looking for help outside of the classroom.

LSS is open Monday-Friday from 8 a.m.-5p.m.

Getting around campus

Finding all the different buildings on campus can be a headache at first, but knowing how long it takes to get from point A to point B can be an even bigger challenge; especially when scheduling classes back-to-back.

The most centrally located building on campus is the Student Center. Inside of SC, you will find the campus bookstore and eateries on the first floor, and financial aid, counseling and many more important offices and services on the second floor.

Also there is a bridge on the second floor that connects to the Liberal Arts building. From the inside on the LA building you can reach the parking garage and the Gunder Myran building via covered walkways on the second floor.

Heading to the southeast of campus you can find the Occupational Education building. Next to that is the Great Lakes Regional Training Center. At the far end, you will find the Morris Lawrence building.

Right out front of the campus are the Technical and Industrial and Business Education buildings. Located on the second floor between the two buildings is another covered walkway. Also on the second floor of the TI building is the Copy Center which provides computers and printers for students to use.

On the northwest side of campus are the Industrial Technology and Henry S. Landau Skilled Trades buildings.

Just across the street on the north side of Huron River Drive is the Health and Fitness Center.

Campus Safety and Security

Campus security is located in the parking structure on the northeast side facing the Occupational Education building. Besides patrolling the campus, a number of services are available.

For those late-night walks back to your car, an escort can be called to walk with you if you?re not comfortable doing so alone. Contact the Campus Safety and Security office using any campus telephone and dialing extension #3411

A motorist assistant is also provided for various vehicle issues. If you have left your car lights on and need a jump, Campus Security will provide a vehicle jump-start.

The Lost and Found is located within the Campus Security office. Found items will be held for one month.

Quiet Places

Finding a quiet place to study or relax between classes has always been a struggle. The library might seem like the most logical place to be when seeking a quiet environment, but that isn?t always the case and can often times be a distraction.

Within the library are study rooms students can use with a reservation or a first-come-first-served basis. These rooms are a great way to quietly study alone or with a group.

Between the Business Education building and the Gunder Myran building is a large grassy field that makes for a perfect spot to relax and pull out a book or unwind by playing with a Frisbee or a football. The field is big enough that large crowds aren?t an issue and the only noise you might hear are the sound of birds.

Notable Staff

Rose Bellanca is the president of WCC. Bellanca oversees progression of the school and the direction it is heading.

Stuart Blacklaw is the vice president for instruction; he handles the curriculum for the college and is the person to see if there is an issue with a course.

Peter Leshkevich is the director of student development and activities. If you?re looking to get more involved at Washtenaw, see Leshkevich and he will let you know what sort of events are coming up.

Pamela Horiszny serves as the chair of the board. Trustees include seven members and convenes twice a month on the second and fourth Tuesday of the month. The meetings are open for students to attend and are located in the Morris Lawrence building in Room 150.

Jacques Desrosiers can be often seen walking around the campus making sure everything is in check. As head of security on campus, if there is a problem or an issue of safety, Desrosiers is the person to speak to.

On/off campus food

A long morning of classes would make anyone hungry, but finding a place to eat good, inexpensive food without being late to your next class can sometimes be a bit tricky.

All food on campus can be found within the Student Center. Bakuzio?s offers a wide range of Starbucks coffee drinks, packaged sandwiches, assorted pastries, bagels and a selection of juices and teas. Depending on the time of day, the line isn?t more than a five-minute wait.

Subway is available for those wanting to grab a quick lunch or even take it on the go. The line for Subway may often be full, so plan ahead if your break is right around lunch time.

Edibles is specifically accommodating to students who wish to serve themselves any of the food selections. Edibles focuses on the ?grab-and-go? concept. It offers salads, sandwiches, and pizza.

Off campus eats

Besides the assortment of nearby fast-food chains, an array of delicious and quick food is available near campus.

Noodles & Co. has a selection of pasta dishes that you can take to go and are very tasty. Just 1.3 miles from campus, it is located at 3601 Washtenaw Ave., Ann Arbor. Eight minutes roundtrip.

For a quick bite to eat in the morning, Tim Hortons is located 2.7 miles from campus at 760 S Hewitt Rd., Ypsilanti. 10 minutes roundtrip.

Big Moes? Coney Island offers take-out and has the usual Coney Island menu items. Breakfast is served all day as well. Only 0.9 miles from campus, located at 4860 Washtenaw Ave., Ann Arbor. Seven minutes roundtrip.

The New York Pizza Depot offers pizza by the slice, 10-inch personal pizzas and delicious calzones, all food you can grab and go. Located four miles from campus at 605 E. Williams, Ann Arbor. 22 minutes round-trip.

Bob Evans is a 1.2-mile drive from campus and offers carry-out. Its menu is an assortment of soups and salads and American style foods. Prices are fair and the quality is great. Located at 2411 Carpenter Road, Ann Arbor. 10 minutes roundtrip.

If you?re in the mood for some shwarma or falafel, Haifa Falafel has great Middle Eastern dishes on its menu for a great price. Located at 4585 Washtenaw Ave., Ann Arbor. 10 minutes roundtrip.

China's Wen calls for steps to stabilize exports

BEIJING (AP) ? Chinese Premier Wen Jiabao has called for efforts to stabilize weakening exports amid signs the country's economy is weakening despite stimulus efforts.

Wen's weekend comments during a visit to Guangdong province, an export center in the southeast, follow a wave of bankruptcies that has raised the threat of job losses and unrest. That comes at a sensitive time as the Communist Party prepares to hand over power to younger leaders.

"The third quarter of the year is a critical period for China to realize the year's export growth target and we should take targeted steps to stabilize growth," Wen said, according to the official Xinhua News Agency.

The report gave no indication of possible measures but Beijing previously has promised tax cuts and loans by state banks to help struggling exporters.

Export growth in July fell to just 1 percent, well below forecasts, from the previous month's 11.3 percent growth due to weak demand in debt-crippled Europe, China's biggest export market, and the United States, which is struggling with a sluggish recovery.

Beijing cut interest rates twice in June and is pumping money into the economy through higher spending on public works construction. Authorities have resisted pressure for more aggressive stimulus after huge spending in response to the 2008 crisis fueled inflation and a wasteful building boom.

China's August manufacturing activity fell to a nine-month low, according to the preliminary version of HSBC Corp.'s monthly purchasing managers' index. It said new export orders fell at their fastest rate in three years.

Trade contributes a much smaller share of China's growth than it did a decade ago but export-dependent manufacturers that supply the world with clothes, toys, shoes, furniture and other goods employ millions of people. The plunge in demand since the 2008 crisis has forced thousands of small producers out of business and survivors have cut payrolls.

The International Monetary Fund and private sector forecasters expect China's economy to grow by about 8 percent this year. That is robust compared with low single-digit growth expected in the United States and a contraction in Europe but painful for Chinese companies accustomed to a rapid expansion.

Analysts expect China to rebound late this year or in early 2013 but say a recovery will be too gradual and weak to drive global growth if the United States and Europe fail to improve.

The government set a target of 10 percent trade growth this year. Trade grew by 9.2 percent over the first half but that rate fell to 7.8 percent for the first seven months of the year, making the annual target look increasingly hard to meet.

In the southeastern port of Wenzhou, an export center, a local business association says 10 percent of its 3,000 member companies have closed and 20 percent are in trouble, the government newspaper China Daily reported Monday.

Chinese leaders have talked repeatedly about the need to stabilize foreign demand but they have few ways to encourage consumer spending abroad when key export markets are hurt by Europe's debt crisis and the sluggish U.S. recovery.

The country's shipbuilding association says orders for new ships from foreign and domestic customers in the first half fell by 50.3 percent from a year earlier. State media 46 shipyards might close for lack of orders.

The slowdown has led to a backlog of inventory among exporters and producers of basic materials such as steel.

Total profits at steel makers fell by 96 percent in the first half, according to data from the state-sanctioned China Iron and Steel Association cited by JP Morgan.

"Even with some degree of improvement in downstream demand, the need to digest significant stockpiles of finished goods and many growth-sensitive commodities will temper China's gradual demand recovery," said Jing Ulrich, JP Morgan's chairwoman for China equities, in a report Monday.

Consumer Watchdog Campaign: Initiative To Make Health Insurance Companies Publicly Justify Their Rates Qualifies for the California Ballot - Excessive Rates Could End In 2012

SANTA MONICA, Calif., Aug. 23 -- Consumer Watchdog issued the following news release:

The California Secretary of State announced today that a ballot initiative to require health insurance companies to publicly justify and get approval for rate increases before they take effect has qualified for the 2014 ballot. The Insurance Rate Public Justification and Accountability Act made the ballot after county registrars of voters certified that more than 549,380 valid signatures from California voters were submitted by Consumer Watchdog Campaign. The initiative would require health insurance companies to refund consumers for excessive rates charged as of November 7, 2012 even though voters will not vote on the initiative until a later ballot. "Californians can no longer afford the outrageous double-digit rate hikes health insurance companies have imposed year after year, and often multiple times a year, " said Jamie Court, proponent of the ballot measure and president of Consumer Watchdog. "This initiative gives voters the chance to take control of health insurance prices at the ballot by forcing health insurance companies to publicly open their books and justify rates, under penalty of perjury. Health insurance companies are on notice that any rate that is excessive as of November 7th 2012 will be subject to refunds when voters pass this ballot measure." Senator Dianne Feinstein, the first person to sign the ballot petition, is an honorary co-chair of the ballot initiative campaign, which is also supported by California Insurance Commissioner Dave Jones. The need to regulate health insurance rates will be even more clear to voters when they vote on the initiative in November 2014 than it is today, said Consumer Watchdog, because the federal health reform law's mandate that every American purchase insurance takes effect in January 2014. 35 states have the authority to reject excessive rate increases, but California does not. Health insurance premiums have increased in California over 150% in the last decade, five times faster than the rate of inflation, according to the California HealthCare Foundation. The ballot initiative builds on California's successful model of rate regulation for auto, home and other property and business insurance. That law, Proposition 103, was enacted by the voters in 1988 and has saved California drivers $62 billion since it was enacted. The Insurance Rate Public Justification and Accountability Act:

MINNEAPOLIS ? A new Wolters Kluwer Health Survey of 1,000 U.S. consumers revealed that nearly one third of Americans (30 percent) have experienced a medical mistake either firsthand or from a third-party. A majority (68 percent) believe that as the medical field continues to adopt new technologies, medical errors will decrease.

Seventy-three percent of respondents expressed concern about medical errors, with nearly half (45 percent) characterizing their distress as significant (?very?). Anxieties fluctuated based on age and sex, with older consumers aged 35-54 expressing more apprehension than younger contributors (76 percent vs. 66 percent), and women out-worrying men by eight percentage points (76 percent vs. 68 percent). No matter how it?s sliced, very few people are dismissing lapses made by physicians, medical personnel or other healthcare providers.

My group purchased our Electronic Health Records system (EHR) about 5 years ago.? We had 4 clinical practice locations (soon to be 5 ?) with 1 administration office.? None of these sites are close to each other.? A major reason for purchasing an EHR was, and still is, to collect and analyze all data from our entire practice for the purpose of determining outcomes of our treatments. In other words, we wanted to know how our patients were doing in all of our offices, which treatments were working and which were not, and then use this information to refine and practice the best medicine we could. This was the promise of EHR.

An inmate at a California correctional facility nearly received a lethal dose of heart medication last week at the prompting of a newly implemented electronic health record system. The system--from EHR vendor Epic--reportedly has caused multiple additional headaches for nurses since going live July 1, sparking a record number of complaints and a call for the system to "go away until it's fixed," the Contra Costa Times reported.

Contra Costa County officials had visions of seamless connectivity for the exchange of health records between the county's correctional facilities and Contra Costa Regional Medical Center, according to the newspaper. Instead, the $45 million system has been nothing but trouble, claim the nurses charged with its use. Jerry Fillingim, a labor representative for the nurses, told the Times that Epic was treating the county as its "guinea pig."?

The not-for-profit carries an operating revenue of approximately $42 billion yearly and serves more than 8.8 million members. CIO and EVP Philip Fasano joined Kaiser Permanente in 2007 and has lead a team of 6,000 IT employees? through a handful of sweeping implementations in the last few years, including the establishment of HealthConnect, the largest civilian electronic health record repository. Fasano recently discussed some of the high-level approaches he said need to be in order before any IT implementation goes out for a bid, and what, if anything, health agencies can do to plan for requirements and pools of new patients from federal health care reform.

The Surgeons of Lake County, a group practice in Libertyville, Ill., recently announced a breach of protected information following an extortion attempt.

The practice discovered on June 25 that a hacker had taken control of a server hosting corporate email and electronic health records. A message on the server said its contents had been encrypted and demanded an undisclosed financial payment from the practice for a password to turn off the encryption. The practice turned off the server and it was not been turn back on, and notified authorities.

A survey by?www.CouponCodes4u.com of 1,723 Americans, aged 18-30, found 34 percent said that they?would opt for care from a remote presence virtual and independent telemedicine assistant robot (RP-VITA), if given the choice, while?5 percent of respondents claimed?to be ?indifferent.?

Online programs geared toward weight management are helpful for patients who have little to no contact with physicians, but aren't as effective as face-to-face visits, according to new research.

The study was a retrospective look at 18 different studies--14 weight loss studies with more than 2,500 participants and four more on weight maintenance that included more than 1,600 participants. After the six-month mark in both sets of studies, weight loss and regain results proved more positive for those receiving computer-based interventions when compared with those receiving minimal interventions (pamphlets, for instance).

The adoption of electronic medical records was likely to provide savings for urban hospitals after three years of their use, while rural hospitals faced increased costs for at least six years, a study found.

Hospitals' proximity to information technology companies and their experience with health IT upgrades were among the biggest determinants of whether the addition of EMRs would lower or increase costs, according to an analysis for the National Bureau of Economic Research.

The researchers examined records for hospitals that adopted EMRs from 1996-2009 and found hospitals in ?IT-intensive markets? experienced a 3.4% decrease in costs three years after adopting a basic EMR and a 2.2% cost decrease three years after adopting an advanced EMR. However, hospitals in areas with the least amount of IT firms had up to a 4% increase in costs even six years after adoption of EMRs.

Jennifer Covich Bordenick, CEO of the eHealth Initiative, said, "Our survey, CIOs and members kept telling us that they are concerned about analytics. They don't feel they have the tools necessary to meet the demands of accountable care and meaningful use." She noted that "93% of the CIOs believe it is very important, but 72% don't feel their organizations have what they need to meet the analytical needs."

By convening experts in health data and analytics, the forum aimed to highlight organizations that are leading the way and facilitate conversations around the need for improvement, she said.

Such is the nature of the IT beast, which has reached a scale of enormous complexity and inter-dependency between systems.

However, in recent years, there has been momentum for doing things a little easier--of breaking down IT task and migrations into more manageable ?chunks?--to be done iteratively, in concert with the business. IT, with its big systems, big networks and now big data, is an ideal candidate for this strategy. The big question, of course, is: is it realistic? Yes, says Brad Power, writing in Harvard Business Review, advocating chunking as the best way to manage ever-expanding and ever-complex IT projects.

As a fan of the relational database, and the inventor of the relational model, the late Ted (Edgar F.) Codd, I have drafted a brief set of rules that I believe an HIE must comply with to be completely effective.

These rules are not for any particular type of exchange. Whether you implement stone carvers with chisels, paper and fax, peer-to-peer electronic exchange, federated repository, or a centralized repository; HIE quite simply must support these tenets to be effective.

When Dr. Codd introduced his rules for relational database management systems in 1985, it was in response to the market starting to introduce products that they said were RDBMS but actually were not. So in order to protect the relational model, which he introduced in 1970, Codd threw down the gauntlet, defining what a real RDBMS should be. And his rules stuck.

Federal officials say a $415 million information technology program approved six years ago to build broadband networks among rural healthcare providers is successful in reducing costs and enhancing healthcare quality.

The FCC created its Rural Health Care Pilot Program in 2006 to provide an infrastructure for letting rural healthcare providers build networks connecting them to their urban counterparts. The initiative includes programs at 50 sites across 38 states. In many rural and underserved areas, the program brought broadband connectivity to those regions. The findings from the pilot program will be useful as the FCC develops a permanent program, the agency said in a 98-page report released Monday (PDF). As of January, $368 million of the $415 million available has been requested.

Researchers studying electronic health records say not enough medical schools give students permission to access EHRs.

Based on their results, the Alliance for Clinical Education concludes that medical students need more training. They found that 64% of medical-school programs allow students access, and about two-thirds of those students are allowed to write notes within the record. The results were reported in two studies that appeared in last month's edition of ?Teaching and Learning in Medicine.?

The question isn't should you use cloud computing. The question is how.

First tip: Don't go all in without some sort of disaster recovery plan. Disasters do happen in the cloud. Earlier this month, dozens of hospitals temporarily lost access to patient records due to a cloud outage.

They should have asked the tougher questions earlier of their cloud service providers. In this case, it was Cerner Corporation, which attributed the outage to human error. The outage affected Adventist Health, which reverted to using paper-based records during the five-hour interruption in service.

Having just written a story about the cloud for HealthLeaders magazine, I was startled by just how many hospitals appear to have entrusted their EHRs to someone else's data center. Dell Healthcare recently told me it hosts more than 500 hospitals' EHRs in its cloud. Many Cerner customers run their own data centers, but an increasing number do not, leaving the hosting to Cerner.

Health centers are the cornerstone of health care in India?s rural areas, where most of the country?s 1.2?billion people reside. For the most part, modern technology is little known in the centers, with each covering a population of 100 000 spread over about 100 villages. ??

That is where the IEEE Humanitarian Technology Challenge hopes to make its mark. In a pilot program, it has introduced a central database in two clinics, fed by information from RFID tracking cards that identify each patient and handheld devices through which a patient?s medical history and ailments are filed and accessed. It?s a giant step up, for the clinics often have limited patient records or sometimes none at all. Those that do keep records might use paper notebooks, but there is no filing system. And notebooks can be misplaced, memories fade, and mistakes happen.

Allscripts announced Wednesday it would jump on the integration bandwagon, as the company unveiled plans for a new telehealth solution, that officials say would expand access to care and enable providers to save time and money.?

A new scientific study validates the workability of a digital medical-imaging sharing system controlled by patients, not providers.

The study looked at an open-source prototype of the Patient Controlled Access-key REgistry (PCARE), according to an abstract published online Aug. 11 by the Journal of the American Medical Informatics Association.

The authors note that the current image-sharing method of patients hand-carrying CDs puts a burden on patients, while digital sharing networks coordinated by medical organizations challenge patient privacy. The PCARE prototype includes a central patient portal allowing patients to manage the access keys.

Hospital operations, including patients' personal and health records, are becoming more digital by the day. As that landscape shifts online, an emphasis on keeping such information safe grows increasingly important.

Being reactionary, however, isn't enough in today's world. Just ask Phoenix Cardiac Surgery, a five-physician practice which earlier this year was fined $100,000 U.S. Department of Health & Human Services' Office for Civil Rights after a calendar of patient appointments was posted online. HIPAA violations are an expensive proposition both for hospitals and patients--the former can face fines up to $1.5 million from OCR in addition to reputational hits, while the latter can face loss of identity, ruined credit and more.

WASHINGTON ? The Office of the National Coordinator for Health IT wants to automate for all patients the Blue Button feature that is currently available to veterans, military service members and Medicare beneficiaries to obtain their health information.

The Blue Button enables patients to view and download their information in simple text format. ONC is working with the Veterans Affairs Department, which first established Blue Button two years ago for its personal health record, MyHealtheVet, according to Lygeia Ricciardi, acting director of ONC?s Office of Consumer eHealth.

But first, standards and technical descriptions for the tool must be identified. So ONC?s Standards & Interoperability Framework will kick off this project Aug. 15 with a webinar to get participants involved in a wiki community.

Dr. Stephen Covey recently passed away. The self-help and management guru was 79 years old. It has been years since I saw him present his "Seven Habits of Highly Effective People," but I clearly recall his charisma, sincerity and wisdom. Over the intervening years, I occasionally?have?reread and benefited from his simple but profound insights. The best advice, I have found, is simple: If all of us did the simple things we already know, it would change the world. My Advisory Board Company colleagues -- former CIOs themselves -- and I have attempted to relate Covey's seven habits to the work life of health care CIOs. CIOs have difficult, complicated and stressful jobs. Who could benefit more from a little simplicity?

We are going to list each of the seven habits, as Covey defined them, and then identify ways that CIOs can apply these habits, based on input from leaders in the field.

Habit 1: Be Proactive -- Take initiative in life by realizing that your decisions are the primary determining factor for effectiveness in your life.

Right or wrong, a CIO in most hospitals today has to earn his or her place at the executive table. A passive CIO is headed for trouble, quickly -- few organizations will define your role strategically or arrange effective IT governance for you -- you must continually take the initiative and take responsibility for your results. A CIO who only does what his or her users ask is not going to earn that seat at the table. Assess your organization from the CEO's perspective: look at what makes the organization work, do your own SWOT?-- strengths, weaknesses, opportunities, threats -- analysis and determine how you, as a leader, can help. Use this information to avoid becoming just an "order taker" by initiating brainstorming and "what-if" exercises with your users. Ingrain proactive service into your department -- make it a priority to identify problems before the users do and encourage staff to suggest uses of technology to their users instead of waiting for requests and fending them off.

Playing India will be a tough challenge: William Bosisto ? Cricket News Update

Australia Under-19s skipper William Bosisto has stated that his team anticipates a tough challenge as they gear up to clash with the India Under-19s in their upcoming ICC Under-19 World Cup final, scheduled for August 26 at the Tony Ireland Stadium in Townsville.

?India has strong top-order batting, and the five bowlers it has are really consistent. It will be a tough challenge for us,? Bosisto observed. ?India has been much like us in a way as it has managed to get over the line without perhaps playing its best cricket.?

The Australia U-19s, defending champions of the World U-19 title, are as yet unbeaten in the competition, despite the fact that neither they, not fellow finalists India, feature in the top 5 on the tournament?s list of most runs scored or most wickets taken.

Australia?s highest wicket-taker Ashton Turner (10 scalps) is at number 14 on the list of most wickets taken, while India?s Ravikant Singh is at number 6 with 11 scalps. Cameron Bancroft (194 runs) is at 17th place on the list of the tournament?s highest run getters, while India?s Prashant Chopra (172) is at number 23.

However, Australia have managed to defeat the England, Nepal, and Ireland U-19s during the Group A matches, before going on to win both the 1st quarter-final against Bangladesh by 5 wickets, and the 1st semi-final against South Africa by 4 wickets.

The team will be looking to carry the same momentum into the final on Sunday, and continue their winning streak. The Aussies are the most successful U-19 team, having won the title thrice before ? in 1988, 2002, and 2010. A 2012 win could enable them to win back-to-back titles, a feat which has only been achieved by the Pakistan U-19 team in the history of the tournament (2004, 2006).

Commenting on the fact that his team lost to the India U-19s when they met for a Quadrangular Under-19 Series in Australia earlier this year during April, Bosisto brushed the series aside, claiming the current conditions and line-up are different for both teams this time around.

?We have played India a fair bit over the past year or so, but I don't think we can read too much into past results,? he said. ?The conditions are probably a little bit different than they were in April and we have a few changes to our side as have they.?

Caged tigers stuck on Paraguay border for 2 months

ASUNCION, Paraguay (AP) ? Imagine being stuck in a cage for two months while going through customs. That's the border limbo that 16 tigers have faced in Paraguay because Argentine officials refuse to approve their paperwork for entry.

The tigers used to perform in a circus. Their owner Oswal Wasconi said he decided to ship them to Argentina after Paraguay's environmental ministry banned live animal circus acts.

Biologist Estela Gomez is the ministry's wildlife director. She says the tigers are all certified to be in good health, and blames the Argentines for blocking their entry because Bengal and African tigers are protected species.

Aides to Argentina's quarantine office director Raul Castelli said Friday he was in a meeting and could not immediately explain the holdup.
