NTI Backup Now 5.5 Advanced Edition


NTI Backup Now is a survivor in the local backup market. It's been around for a long time, but it can perform impressively up-to-date tasks like continuously backing up document and image files as soon as you create or modify them?even when the backup app doesn't appear to be running. When it performs traditional backup tasks, it does them in a reliable and easy-to-understand way. I would happily trust my data to it if more up-to-date programs weren't also available.

NTI's closest rival is probably Genie Backup Manager Home, which has a more up-to-date interface and a better set of convenience options, but NTI Backup Now stands out by combining conventional backups with its continuous-backup feature. (Genie offers a comparable feature in a single-purpose app called Genie Timeline Home?not yet tested?instead of combining it with the conventional backup features of Genie Backup Manager Home).

One thing to keep in mind when choosing a backup app is that NTI Backup and Genie Backup Manager Home are consumer-level products that lag behind powerhouse backup apps like Acronis Backup and Recovery and Paragon Backup & Recovery Home in one especially important way: neither of these consumer-level products can create emergency boot media on a flash drive, only on optical discs that may be useless if your up-to-date Ultrabook lacks an optical drive.

Getting Started
I tested NTI Backup Now 5.5 Advanced Edition, which ranks as "advanced" because it creates image backups of complete drives and includes the continuous-backup feature. The standard edition lacks these two features. Don't look to the help file for information on multiple versions, because the help file refers to other versions that no longer exist, such as the shadowy-sounding "Shadow Edition." The help file also has a curious sentence touting the app's use of the "32-bit power of Windows 2000/XP/Vista"?as if 64-bit Windows and Windows 7 had never existed. Don't worry much about the outdated help file; I tested NTI Backup Now with no problems under 64-bit Windows 7.

Installation runs smoothly, but you may want to turn off the options to install two optional components: a CD-label maker program and a drive tester. When I burn CDs I prefer a Sharpie pen to label-making software, and NTI's drive tester was worse than useless on my system because it failed with an error message when I tried to test my boot partitions, apparently because of permissions problems with modern Windows setups. A less-than-knowledgeable user could easily panic when seeing those error messages. The installer prompts you to reboot before running the program.

Performance
The app performed speedily and reliably on all backup tasks that I tried, for example, taking two minutes 15 seconds to back up an 800 MB folder to a USB3 drive, slower than Acronis Backup & Recovery but faster than other backup software that I tested. What impressed me most was the app's ability to create continuous backups of document types. So, for example, I could specify a folder on my disk (it defaults to the Documents folder) and tell the app to backup any document or media file that gets written to that folder. After launching the backup and exiting the program, hey presto?any document or media file that I created or modified got backed up automatically. An option setting in the app let me decided whether to save all versions of a file, a limited number of versions, or only the latest version.

Interface and Operation
I wasn't impressed with NTI Backup's interface, which doesn't look like anything you're familiar with. Instead of a wizard interface with big arrows or Next buttons to guide you along. You have to look at a button bar labeled "EasySteps" with a column of metallic-looking buttons labeled 1, 2, 3, and Start. To get from the first dialog to the second you must mouse over to the button column and click 2. The technology seems more suited to an elevator than an application.

Step 1 lets you decide what to back up?either continuous backups of specific file types, or traditional backups of specific files or folders or of whole drives. An option in a file-based backup lets you backup your "profile," which means the contents of your desktop, your IE Favorites, or your Windows fonts?a distinctly strange selection of items. If you want to back up your Documents or Music folders, you'll need to pick them out of a directory tree. If you choose to back up a whole drive, prepare to scratch your head over a tree-structured diagram of your drives and partitions that's so badly designed that I had to study it closely to make sure I was picking out the drive I wanted.

Step 2 lets you choose a destination for your backup, which must be on a local drive, a writable optical disk, or a network drive. Step 3 lets you decide between a full or incremental backup. After you've created a job, you can run it or edit it from a tree-structured Job Management menu where you can run, delete, or modify an existing job.

NTI Backup's list of supplementary tools includes that optional CD labeler and drive tester, and a low-value directory-comparison tool that produces a plain text file listing all the files in two directories, with notes on whether or not they match. A file-manager-style tool would be far more useful.

NTI Backup Now isn't my first choice in today's backup market?that honor goes to backup Editors' Choice Acronis Backup and Recovery?but if you want a single package that combines continuous and standard backups, NTI may be your best choice. As with all the backup apps that I've tested, you can download and try it before you commit your data to it.

Daimler CEO wants Mercedes to regain top spot by 2020: paper

FRANKFURT (Reuters) - Daimler Chief Executive Dieter Zetsche hopes to return the automaker to the top spot in the premium car market ahead of Audi and BMW by 2020, he said in an interview with a German paper.

"I am confident that we will be ahead of our rivals by 2020 at the latest," he told Boersen-Zeitung in an interview published on Saturday.

He said he hoped to reach that target during his time in office. Zetsche's contract currently runs until December 2013 but is expected to be extended by three years in February.

Daimler has already promised 2 billion euros ($2.6 billion)in cost cuts at the Mercedes-Benz division by the end of 2014 after warning in October that it would miss its operating profit target this year by 1 billion euros.

Zetsche told the paper Mercedes had failed to keep up with its rivals in the compact car market and in China.

Network Marketing Home Based Business

Successful communication with MLM business prospects is more than just what you say. While training thousands of people in my MLM downline I discovered what prospects respond to positively. This article describes what works best. Ever wonder what you look like from someone else's perspective?It really is an interesting thing to ponder. Several times when I have been doing some MLM training, specifically communication training, with someone in my network marketing business, I've had to show them with a mirror what their face looks like.The very second they see themselves in the mirror they immediately CHANGE THEIR FACIAL EXPRESSION. What do they change it to? The way they think they look to their MLM business prospects. Very often how they look versus how they think they look is very different.If you're one of those who love to people watch, the funniest people-watching situation is when you can sit near a mirror and watch people...look at themselves. It certainly would have made a great Candid Camera skit. The reason I bring this up is that there is a group of characteristics an MLM business professional must have in order to truly have success in speaking with prospects. I call these characteristics the 10 Communication Qualities. Once you're fully knowledgeable about these qualities and have the proper and correct MLM training to learn them, you will be amazed at how much smoother conversations will go with your prospects. The third quality on my list is to "have a sincere friendly facial expression." This third quality means when you're talking with your prospect, have comfortable eye contact with a sincere, friendly facial expression. If you are familiar with the other Communication Qualities, this should make completely logical sense to you. See, if you are truly interested in your prospect (1st quality) and you're not distracted by anything in the environment (2nd quality) this also includes not being distracted by what's going on INSIDE OF YOU - therefore because you are just simply interested in your prospect you can't help but have a sincere friendly facial expression. Oh sure, as your prospect talks your facial expression will change slightly based on what they're telling you - but it will always revert back to SINCERE and FRIENDLY. What stops a person from having this desired facial expression? The number one reason is fear. As the distributor talks with their prospect they're fearful of how the prospect will react to their MLM business...so their face (if they were to look in a mirror) would have the look of fear or concern. This concerned or worried look is describing what is going on in their head! Your facial expression expresses what you're thinking. The second thing that stops a person from having this desired facial expression is that they've been given some lame advice about mirroring and matching every move their prospect makes. Or, the advice that you should always maintain eye contact and they take this to an extreme and end up boring holes through their prospect which intimidates the prospect. And I should add that you should keep a friendly facial expression even when you're on the phone, calling prospects. Even though they can't see you, your expression carries through your voice and the words you say. Just be comfortable with your prospect and maintain comfortable eye contact with a sincere, friendly facial expression.

The ferry had been crossing the river from Algiers to Chalmette.

The state continues on Saturday to investigate the source of sulphur dioxide that is blamed for complaints of eye and throat irritation by passengers aboard a ferry crossing the Mississippi River just below New Orleans, a DEQ spokesman said.?

The toxic chemical is believed to be coming from a Rain CII petroleum coke processing plant in Chalmette.

"I talked to one of our air scientists in the region last night," said Rodney Mallett, spokesman for DEQ, in an email response this morning to requests for comment. "They are aware of a SO2 (sulphur dioxide) release today and suspect it is from the Rain facility.

"West Jefferson Hospital staff called the DEQ responder with questions regarding what the ferry captain and two others were allegedly exposed to," Mallett said. "We have contacted Rain CII and they will discuss the situation with the hospital."

According to a report on WVUE-TV Friday night, a DEQ spokesman said air quality tests showed the presence of sulphur dioxide.

The St. Bernard Parish Sheriff's Office said it was called about 6 p.m. Friday by someone on the ferry, who reported the passengers' complaints and said?there was a gray cloud sitting above the river. The ferry had been crossing the river from Algiers to Chalmette.?

The ferry had resumed operations Saturday morning, according to the Louisiana Department of Transportation and Development web site.

Louisiana State Police Trooper Melissa Matey said her agency was told a nearby chemical plant had been shut down for the past week, but began producing again Friday.

Rain CII officials have not responded to request for comments.

The Rain CII plant produces calcined petroleum coke by heating petroleum coke produced by oil refineries to remove contaminants so the carbon-based material can be turned into anodes for production of aluminum.

That process removes sulphur dioxide and other pollutants from the coke.

According to DEQ records, Rain CII was verbally granted a variance on Nov. 30 to increase the number of hours that a piece of equipment called a pyroscrubber stack was allowed to vent sulphur dioxide and other pollutants into the air at the company's Chalmette Coke Plant. According to an approval letter signed Dec. 5 by DEQ Assistant Secretary Sam Phillips confirming the earlier variance approval, the variance was required because of "another boiler tube rupture which has disabled the waste heat recovery system" that normally removed the pollutants.

However, the variance does not allow an increase in the allowed amount of sulphur dioxide that already was being emitted from the plant, which would have been 268.8 tons through Feb. 28, the end of the variance period, according to the letter.

Normally, the gas stream is vented through the plant's waste heat boiler or baghouse, both of which are pollution reduction processes. But the company also is allowed to use the Pyroscrubber Stack as a bypass for up to 500 hours a year during outages of the waste heat boiler or baghouse.

The variance would add to the bypass total by 336 hours, according to the DEQ variance.

"A variance does not authorize the maintenance of a nuisance or a danger to public health and safety," said the letter from Phillips.

Sirius XM's first Onyx radio showed its face three years ago. For the technology world, that might as well have been eons; that makes it something of a relief to see an update, the Onyx EZ, going through the FCC for approval. The differences that justify the 1950's-era model suffix are tougher to identify, however. Both the current and future Onyx models revolve around superficially identical feature sets that include a PowerConnect FM transmitter to streamline in-car setup, station preset controls and quick access to both traffic and weather. If there's more lurking underneath the EZ, we'll have to wait for an official launch, whether it's at a Las Vegas trade show or later into the year.

S&P downgrades Cyprus on default fears

NICOSIA, Cyprus (AP) ? The Cyprus government has vowed to do what is needed to finalize a bailout agreement with international lenders after ratings agency Standard & Poor's downgraded Cyprus further into junk status amid concerns that the country could default on its debts.

The U.S. agency said Friday that the two-notch downgrade to CCC+ was due to a "considerable and rising" risk that the country, one of the 17 European Union countries that use the euro, may default. It also maintained its negative outlook on the country, meaning that further downgrades are possible.

S&P said it went ahead with the downgrade because the Cypriot government is running out of money while uncertainty remains over the terms of a bailout that the country is trying to negotiate with international lenders and its euro partners. The rescue loans will be used to salvage the country's banks, which are heavily exposed to Greece.

"With the government's financing options increasingly limited ? coupled with what we view as the hesitant attitude of Cyprus' eurozone partners toward sharing the cost of a severe banking crisis ? we view the risk of a sovereign debt default as considerable and rising," S&P said.

Unable to borrow from international markets for more than a year, the Cypriot government this week had to tap the pension funds of the country's top three state-owned companies to cover salaries and benefits up until March when it's hoped the first batch of bailout cash will arrive.

Germany's Foreign Minister Guido Westerwelle said Friday that there are "appropriate aid mechanisms" for Cyprus, but that the country must first make "serious reforms" and achieve "real budget savings."

Cyprus government spokesman Stefanos Stefanou played down the S&P downgrade, saying the country is "making every effort" to clinch a bailout accord and attributed any difficulties with doing so to squabbles among its euro partners.

Cyprus' Finance Minister Vassos Shiarly said one such difficulty is the International Monetary Fund's insistence on money being pumped directly into troubled banks from the European Union's bailout fund instead of lending it to governments first and pushing up public debt. The EU is balking at that because its single banking supervisor isn't in place yet.

S&P said some progress has been made putting together the bailout with the "troika" of international creditors ? the European Commission, the European Central Bank and the IMF. It also acknowledged the country's efforts to shore up public finances with this week's approval of the 2013 budget that incorporates troika-mandated spending cuts totaling almost 6 percent of the country's ?17.5 billion ($23.2 billion) gross domestic product. Cyprus is the third-smallest economy in the eurozone, ahead of Estonia and Malta.

Shiarly said the fact that the country has done "all and more" that the troika has asked it to do even before a bailout accord has been signed ? from slashing government workers' salaries and benefits to raising a host of taxes ? will stand it in good stead when its eurozone partners decide on the bailout on Jan. 21.

But S&P said it doubts whether state-owned companies have much more money to help the government pay its bills if a bailout deal isn't finalized by March, while presidential elections set for February could complicate matters.

The agency said it's still unclear how Cypriot banks ? whose assets total more than five times the country's economy ? will get the money they need to replenish their depleted capital buffers.

A draft version of the bailout foresees Cypriot banks needing up to ?10 billion ($13.25 billion) to recapitalize, raising questions whether Cyprus can pay off any such loan when its economy is projected to contract by 3.5 percent of its GDP next year.

S&P said if the government were to take on the cost of the bank's recapitalization, the Cyprus' debt would rise "well above" 100 percent of GDP.

Shiarly said that it's premature to talk about whether the country's debt would be sustainable since an exact figure on the banks' actual needs won't be known before sometime next month when an assessment by investment firm PIMCO and auditors Deloitte will have wrapped up.

Cyprus' left-wing President Dimitris Christofias ? who won't run for re-election in the February poll ? said Friday that he would never accept a writedown of Cyprus' debt in order to make it sustainable, but Germany didn't rule it out.

Shiarly said any such haircut would do more harm than good because a large amount of Cypriot government bonds are held by Cypriot banks and the losses they would sustain would push their recapitalization needs even higher.

Strikeforce confirms January card will be its last

From the second Ronda Rousey's UFC bout with Liz Carmouche was announced, Strikeforce's end was rumored. The promotion has been teetering since having to cancel two cards in a row in September and November. Now, the Zuffa-owned, Showtime-backed promotion has confirmed that their January show will be their last.

RB Richardson thinks Saban will stay at Alabama

BEREA, Ohio (AP) ? Trent Richardson would be surprised if Nick Saban followed him from Alabama to the Cleveland Browns.

Saban, who will lead the Crimson Tide against Notre Dame in the BCS national championship game in Miami on Jan. 7, has been mentioned as returning to the NFL, perhaps with the Browns if second-year coach Pat Shurmur is fired at season's end.

"I can't see him coming to the NFL," Richardson said Wednesday. "I would be very shocked."

And Richardson knows the coach quite well. After all, he was a standout running back for Saban at Alabama before being selected in the first round by Cleveland in April. Richardson ran for 1,679 yards last season for the Crimson Tide.

"How can you get tired of winning," Richardson asked. "He's got so much going there. He has no reason to leave. He gets what he needs and he treats his program like the NFL (anyway). He makes sure his players are prepared for the game and prepared for the next level when the time comes."

Any exit to the NFL wouldn't be foreign to Saban, who led Alabama to national titles in 2009 and 2011. He left his post at LSU, in fact, to become coach of the Miami Dolphins in 2005. After going 15-17 in two seasons there, he went back to the SEC, this time in Tuscaloosa, Ala.

"I can see him staying at Alabama," Richardson said, "and retiring at Alabama."

Saban, who played and coached at Kent State, has Cleveland roots, as well. He was the Browns defensive coordinator from 1991-94, which has helped to spark the speculation.

"I don't believe it," Richardson said. "Rumors are rumors. I don't buy into it and that's one thing he taught me to do ? not buy into rumors."

Richardson is more concerned with playing the playoff-bound Denver Broncos (11-3) on Sunday. The No. 3 overall pick is 46 yards shy of surpassing Hall of Fame standout Jim Brown's 55-year-old team rookie rushing record of 942 yards for the Browns (5-9).

"I'm ready for a big day," Richardson said. "Anytime Jim Brown's name is mentioned, it is big for me. Huge."

Richardson, who missed all of training camp after having minor surgery on his left knee in July, has already set a new franchise rookie mark with 11 rushing touchdowns. Overall, he has 258 carries for 897 yards.

"I'm good to go," he said. "No issues with the knee. None. With the ribs, I am not going to stop playing ball. I am going to keep on going no matter what."

All that said, he did reveal for the first time that he occasionally had trouble breathing in his first few games with the injury. He has adjusted his mindset to ignore the pain. He doesn't anticipate difficulty in Denver's mile-high thin air.

"I've never played there, but I'll be OK," he said. "If I need oxygen, I'll take it and go play."

Shurmur has not considered resting Richardson, either.

"He'll play," he said. "None of us are 100 percent right now. I think that's fair to say at this time of year. Guys are playing through things."

NHL talks resume with owners, players meeting

NEW YORK (AP) ? The only early details that emerged from the latest round of negotiations aimed at ending the NHL lockout were the names of those in attendance and that the sides took a break for dinner nearly six hours after they started talking Tuesday.

A group of six owners and 18 NHL players ? many more than were originally expected ? gathered at a Manhattan hotel and tried to find some common ground as the search for a deal that would save the hockey season continued. NHL Commissioner Gary Bettman and union executive director Donald Fehr were at the hotel but stayed outside the meeting room.

Not much has worked up until Tuesday, the 80th day of the lockout, so the sides agreed to a different format to see if that would shake things up.

"I'm hoping we get to where we need to be," Bettman said before talks got under way Tuesday afternoon.

The dialogue continued, sometimes in smaller groups, throughout the day until the sides separated for a dinner break. The owners left while the players stayed to have a meal inside the hotel. The owners were expected to return to the hotel later Tuesday night, but it wasn't determined before they left whether they would reconvene with the union again.

Also, there was no assurance from either side that any of the participants would make any public statements Tuesday night.

As more and more days pass by, the possibility that the entire hockey season will be lost grows. A lockout forced the cancellation of the 2004-05 season in February, and the belief is that the NHL won't wait that long this time to call off this already-delayed and shortened campaign.

All games through Dec. 14, along with the New Year's Dat Winter Classic and the All-Star game have been wiped off the schedule.

The NHL board of governors will meet in New York on Wednesday, likely to discuss Tuesday's developments and perhaps where to go from here if a deal isn't reached soon. More game cancellations could be announced then, and an internal deadline for eliminating the season could also be established.

Originally the thought was no one other than owners and players would be in attendance for Tuesday's meeting, but each side had staff present, as well. The six selected owners were Ron Burkle (Pittsburgh Penguins), Mark Chipman (Winnipeg Jets), Murray Edwards (Calgary Flames), Jeremy Jacobs (Boston Bruins), Larry Tanenbaum (Toronto Maple Leafs) and Jeff Vinik (Tampa Bay Lightning).

Jacobs, considered one of the hard-line owners, and Edwards are the only members of the group of six to have taken part in previous negotiations.

The NHL had no objection for more than six players to take part, so Sidney Crosby, Jonathan Toews, Shane Doan, Brad Richards, Martin St. Louis, Ryan Miller, Craig Adams, David Backes, Michael Cammalleri, B.J. Crombeen, Mathieu Darche, Ron Hainsey, Shawn Horcoff, Jamal Mayers, Manny Malhotra, Andy McDonald, George Parros and Kevin Westgarth took part in negotiations.

Palestinian rams Israeli jeep, attacks with ax

RAMALLAH, West Bank (AP) ? Israel's internal security agency says a Palestinian man rammed his car into a military jeep in the West Bank, flipping it over, and then attacked the agents inside with an ax.

The Shin Bet agency says one of its agents opened fire and killed the Palestinian. It says two agents were hurt in the ax attack.

Palestinian truck driver Rafik Salem says the Palestinian car hit the jeep at high speed Monday before veering into an olive grove. He says an ax-wielding man emerged from the grove and attacked the Israelis.

It was not clear if the assailant acted on his own or on behalf of a group.

Palestinian attacks on Israelis in the West Bank have dropped off sharply since an uprising a decade ago, but tensions remain high.

(AP) ? Israel rejected a wave of American and European condemnations Monday over plans to build thousands of new homes in West Bank settlements, vowing to press forward with the construction in the face of widespread international opposition.

The announcement from Prime Minister Benjamin Netanyahu's office was likely to deepen a rift that has emerged between Israel and some of its closest allies following the U.N.'s recognition of a Palestinian state last week. The U.N. decision appears to be fueling a tougher international line against Israeli settlements in the West Bank and east Jerusalem.

Israeli ambassadors were summoned for consultations in five European capitals, and European officials warned of other potential measures against Israel. In Washington, the U.S. said the Israeli actions were "especially damaging" to peace prospects.

Italian Premier Mario Monti and French President Francois Hollande issued a joint statement saying they were "deeply worried" by Israel's settlement plans. The two men, meeting in Lyon, France, called the Israeli decisions "serious and illegal" and a "serious obstacle" to Mideast peace.

Netanyahu, however, showed no signs of bending. His office said Israel would continue to stand up for its interests "even in the face of international pressure, and there will be no change in the decision taken."

Europe could potentially play a strong role in any international action against the settlements. Europe is Israel's largest trade partner, and Israel has a partnership with the EU giving its exports preferential status.

But divisions within Europe could make it difficult to take any concerted action. Germany, Europe's largest economy, has a close relationship with Israel, and given its history as the perpetrator of the Holocaust, it is unlikely to take any strong action against the Jewish state.

In last week's decision, the United Nations General Assembly overwhelmingly recognized a Palestinian state in the West Bank, east Jerusalem and Gaza Strip, territories captured by Israel in the 1967 Mideast war.

Netanyahu rejects a return to the 1967 lines. His government also fears the Palestinians will use their upgraded status to join the U.N.'s International Criminal Court and pursue war crimes charges against Israel.

But Israel was joined by only eight other countries in opposing the bid, which was seen as a resounding international rejection of Israeli settlements in occupied territories. In a slap to Israel, its closest European allies ? Britain, Germany, Italy and France ? all abstained or voted with the Palestinians.

Israel has angrily condemned the vote as an attempt by the Palestinians to bypass negotiations. In particular, Netanyahu's government says it undermines any chance of negotiations over future border arrangements by endorsing the Palestinians' territorial demands.

The Israeli response to the U.N. decision was swift and strong. Just hours after Thursday's vote, Israel announced plans to build 3,000 new homes in the West Bank and east Jerusalem. It also said it would begin plans to develop a sensitive part of the West Bank just outside of Jerusalem.

Although construction is likely years off at best, the mere intention to build in the area known as "E1" is potentially explosive because of its strategic location in the middle of the West Bank. Israel also said it was withholding a regularly scheduled tax transfer to the Palestinians and using the money to pay off Palestinian debts to Israeli utilities.

After a flurry of angry European protests over the weekend, the Israeli ambassadors to Britain, France, Spain, Sweden and Denmark were all summoned by their hosts on Monday.

"I set out the depth of the U.K.'s concern about these decisions and I called on the Israeli government to reverse them. The settlements plan in particular has the potential to alter the situation on the ground on a scale that threatens the viability of a two-state solution," said Alistair Burt, Britain's minister for Mideast affairs.

Senior Palestinian official Nabil Shaath praised the Europeans for taking action.

"We've been expecting this kind of behavior for a long time," Shaath said. "For this to come from France and England is very beneficial to us. We highly appreciate it and we are hoping the U.S. will follow their lead."

Later Monday, the Obama administration also harshly criticized Israel, its top Mideast ally, over the planned construction.

"We reiterate our longstanding opposition to Israeli settlement activity and East Jerusalem construction," White House press secretary Jay Carney told reporters. "We oppose all unilateral actions, including settlement activity and housing construction, as they complicate efforts to resume direct, bilateral negotiations and risk prejudging the outcome of those negotiations."

At the State Department, spokesman Mark Toner said the E1 plans are "especially damaging" to prospects for a resumption in Israeli-Palestinian peace talks.

The E1 area "area is particularly sensitive and construction there would be especially damaging to efforts to achieve a two-state solution," Toner said in a statement.

The fate of Jewish settlements is at the heart of the current four-year impasse in Mideast peacemaking. The Palestinians say continued settlement construction is a sign of bad faith, and they refuse to return to the negotiating table unless Israel stops the building. More than 500,000 Israelis now live in the West Bank and east Jerusalem.

Israeli officials say the Palestinians have negotiated with previous governments while settlement construction took place. They also note that even when Netanyahu imposed a 10-month partial freeze on construction in 2009 and 2010, there were no serious peace talks. Netanyahu says negotiations should begin immediately without any preconditions.

But last week's U.N. vote appears to have marked a turning point. While the U.S. and Europe have long opposed the settlements, their new condemnations used especially sharp language, and rarely are Israeli ambassadors publicly grilled.

Swedish Foreign Minister Carl Bildt told parliament that "together with other EU countries we will discuss other potential steps," though he would not elaborate.

British government officials said the EU would be looking to President Barack Obama for leadership on the matter, and that British diplomats were in touch with American counterparts in London.

One EU official in Brussels said the matter will be high on the agenda of a meeting of European foreign ministers next Monday, and will also be discussed with U.S. Secretary of State Hillary Rodham Clinton during a planned visit this week.

The British and EU officials all spoke on condition of anonymity because they were discussing internal deliberations, and no firm policy had been set.

Silke Temple, a Mideast expert at the German think tank DGAP, said the European reaction was "indeed harsher" than in the past. She said Germany was likely to raise the issue of settlements with Netanyahu during a visit this week.

"There certainly will be a message at this week's consultations that it is not helpful. Constructing settlements just isn't constructive," she said.

Officials in Britain, France, Spain, Sweden and Denmark all said that no specific threats were made during Monday's meetings.

Avi Primor, a former Israeli ambassador to Germany, said he didn't think Israel had reached a "new era" in relations with Europe quite yet. But he said there is a "long-term process of public opinion gradually turning against Israel."

"Public opinion simply cannot understand the Israeli policy in occupied territories, the refusal to have a genuine peace process. Eventually, this lack of understanding will surely have an influence on governments," he said.

The diplomatic process is likely to remain on hold in the coming weeks as Israel prepares for new parliamentary elections. According to opinion polls, Netanyahu is expected to win re-election as head of a hardline coalition dominated by pro-settler politicians. Netanyahu's tough public stance in recent days may be motivated, in part at least, at creating a strong image for Israeli voters.

Palestinian officials have indicated they will wait until after the Israeli election on Jan. 22 before deciding how to proceed with their newfound diplomatic status at the U.N. Officials say they hope Obama will present a new formula for resuming peace talks after the Israeli vote.

Health officials: Athens has spiraling HIV crisis

ATHENS, Greece (AP) ? Athens is seeing an alarming increase in new HIV infections, particularly among intravenous drug users, health officials warned Friday, as Greece struggles through a protracted financial crisis in which funding for health care and drug treatment programs has been slashed.

While there were about 10-14 new HIV infections per year among Athens drug users from 2008 to 2010, that number shot up to 206 new cases last year and 487 new cases by October this year ? a 15-fold and 35-fold increase, respectively, officials said.

"There is no doubt we have a big and rapidly developing epidemic in Athens," Athens University epidemiology and preventive medicine professor Angelos Hatzakis said.

A total of 1,049 new cases of HIV infection were recorded in Greece in the first 10 months of this year, including the 487 drug users. Of the others, 256 were gay men, while 108 caught the virus through heterosexual intercourse, the figures showed.

"One of the reasons is the financial crisis," European Center for Disease Prevention and Control director Marc Sprenger said. "There are more people who are vulnerable, marginalized" and who use drugs.

Greece has been hammered by a financial crisis since late 2009 that has left the country facing a sixth year of a deep recession and with a quarter of the workforce unemployed. The country relies on international rescue loans from other European countries that also use the euro and the International Monetary Fund to stay solvent.

But in return, the Greek government has imposed several rounds of spending cuts and tax hikes in an effort to reform its economy and reduce its mountainous debt. The cuts have affected health care spending, with many hospitals reporting shortages of basic material, while charities dealing with drug users and HIV sufferers have also struggled to find funds.

One of the main methods of prevention for the spread of the virus among drug users is the distribution of free, clean needles, officials said, and Greek programs have managed to increase the number of needles they hand out from 40 to about 50-60 per addict per year. But the actual number needed in order for the programs to be effective, ECDC officials said, is about 200 for each drug user per year.

"The cost of prevention to avoid HIV infection is significantly lower than that of treating those who become infected," Sprenger said.

HealthTap Buys Avvo's Health Business, Looks To Become The Go ...

Instead of anxiously searching Google or WebMD, people would rather turn to a real human being for answers to their pressing health questions ? preferably one who?s been to school for 10 years. The problem is, of course, that visits to the doctor?s office cost money. Plus, you need an appointment and you?ll probably sit in a waiting room. Wellsphere?s Ron Gutman founded HealthTap in 2010 to give anyone and everyone the opportunity to consult with human doctors in realtime, for free.

But the real, big picture goal, the HealthTap founder says, is to become the go-to resource for reliable health information ? a mission that has led to the development of a searchable doctor directory (complete with ratings, peer-reviews and direct booking) alongside its HIPAA-secure Q&A offering. With plenty of cash in the bank, HealthTap has been looking for ways to expand its knowledge network and is doing so today by making its first acquisition.

HealthTap announced this morning that it has acquired Avvo Health in an all-cash deal. While the specific terms of the deal weren?t revealed, Avvo will be turning over all assets of its health business to they buyer and will be shutting down its health vertical beginning today.

For those unfamiliar, Avvo is a Benchmark-backed Q&A portal and ranking service that initially focused exclusively on lawyers. In 2010, it expanded to include doctors, offering a ratings directory for 90 percent of the doctors in the U.S. along with profiles that include information on their education, residencies, board certification, etc.

Like HealthTap, Avvo?s Health service also included a Q&A service in which users can ask anonymous questions of its network of physicians, as well as a library of health guides covering a host of topics.

But more recently, Avvo has been looking to get back to its core competency and move out of the health business altogether, making it an attractive acquisition candidate. By scooping up Avvo Health, HealthTap has expanded its Medical Expert Network to more than 30K licensed U.S. doctors and dentists, broadening local coverage to all 50 states in 128 specialties ? along with hundreds of additional group practices and hospitals.

The acquisition is a win for both companies, giving Avvo some extra cash with which to continue growing its legal business, in turn allowing a company that?s on the rise (and actually focuses on health) to quickly add depth to its information network. Plus, HealthTap?s dentist directory has been pretty bare-bones up to this point, making Avvo?s comparative strength in this area particularly appealing.

As a result of the acquisition, HealthTap now counts 1.2 million doctors and dentists in its network, making it one of the largest mobile physician directories and Q&A portals on the Web. The startup has raised $14 million in venture capital to date from Eric Schmidt?s Innovation Endeavors, Mohr Davidow, Mayfield Fund, Esther Dyson and Aaron Patzer.

Moral evaluations of harm are instant and emotional

ScienceDaily (Nov. 28, 2012) ? People are able to detect, within a split second, if a hurtful action they are witnessing is intentional or accidental, new research on the brain at the University of Chicago shows.

The study is the first to explain how the brain is hard-wired to recognize when another person is being intentionally harmed. It also provides new insights into how such recognition is connected with emotion and morality, said lead author Jean Decety, the Irving B. Harris Professor of Psychology and Psychiatry at UChicago.

"Our data strongly support the notion that determining intentionality is the first step in moral computations," said Decety, who conducted research on the topic with Stephanie Cacioppo, a research associate (assistant professor) in psychology at UChicago. They published the results in a paper, "The Speed of Morality: A High-Density Electrical Neurological Study," to be published Dec. 1 and now on early preview in the Journal of Neurophysiology.

The researchers studied adults who watched videos of people who suffered accidental harm (such as being hit with a golf club) and intentional harm (such as being struck with a baseball bat). While watching the videos, brain activity was collected with equipment that accurately maps responses in different regions of the brain and importantly, the timing between these regions. The technique is known as high-density, event-related potentials technology.

The intentional harm sequence produced a response in the brain almost instantly. The study showed that within 60 milliseconds, the right posterior superior temporal sulcus (also known as TPJ area), located in the back of the brain, was first activated, with different activity depending on whether the harm was intentional or accidental. It was followed in quick succession by the amygdala, often linked with emotion, and the ventromedial prefrontal cortex (180 milliseconds), the portion of the brain that plays a critical role in moral decision-making.

There was no such response in the amygdala and ventromedial prefrontal cortex when the harm was accidental.

Other studies with functional MRI scans, including those in Decety's lab, have shown that those areas of the brain become activated when people see others intentionally harmed, but those studies have been unable to separate or time the way the various parts of the brain may work together.

"High-density ERPs can identify spatio-temporal patterns of communication between regions that contrast analyses (such as fMRI) with low temporal resolution may not detect, and such methods are necessary to advance knowledge of neuroscience of morality," said Cacioppo.

The ability to recognize and respond emotionally to the intentional infliction of harm is a critical source of morality that is universal across cultures, researchers believe. "It is part of humans' evolutionary heritage," Decety said. "The long history of mammalian evolution has shaped our brains to be sensitive to signs of suffering of others. And this constitutes a natural foundation for morality and sensitivity to justice."

Philosophers have debated the origins of this moral response for ages. Some maintain that moral judgments begin with an immediate aversive reaction to perceived or imagined harm to victims, though the full moral judgment may form only after the fact. Other philosophers maintain that moral principals develop from reason alone and are not connected to emotion.

The new research suggests that emotion and the perception of intentionality, rather than deliberate reasoning, comprise the vital first component of moral responses -- at least for responses that stem from care for others Decety said.

The research may help inform other areas of neurodevelopment research, including studies of the moral responses of psychopaths and of children who lack empathy for others, displaying what are called callous-unemotional traits.

The National Science Foundation and the Swiss National Science Foundation supported the research.
