Internet providers to intervene with illegal downloads

WASHINGTON (AP) ? Internet users who illegally share music, movies or television shows online could soon receive warning notices from the nation's five major Internet service providers.

The Copyright Alert System, organized by the recording and film industry, is being activated this week to target consumers using peer-to-peer software.

Under the new system, complaints will prompt an Internet service provider ? such as Verizon or AT&T ? to notify a customer whose Internet address has been detected sharing files illegally. A person will be given up to six opportunities to stop before the Internet provider will take more drastic steps, such as temporarily slowing their connection, or redirecting Internet traffic until they acknowledge they received a notice or review educational materials about copyright law.

Consumers who maintain they have been wrongly accused would be forced to pay $35 to appeal the decision. The fee would be reimbursed if they prevail.

Proponents say the focus is on deterring the average consumer rather than chronic violators. The director of the organization behind the system, Jill Lesser of the Center for Copyright Infringement, said in a blog post Monday that the program is "meant to educate rather than punish, and direct (users) to legal alternatives."

Each Internet provider is expected to implement their own system. The program gives each customer five or six "strikes" after a music or film company has detected illegal file-sharing and lodged a complaint. The first alerts are expected to be educational, while the third and fourth would require the customer to acknowledge that they have received the warnings and understand their behavior is illegal. The final warnings are expected to lead to "mitigation measures," such as slowing a person's Internet connection speeds.

Officials involved in the effort acknowledge it's unlikely to stop the biggest violators. There are ways to disguise an IP address or use a neighbor's connection that is unlocked. Public wireless connections, such as those offered at coffee shops, also won't be monitored.

How to kill an asteroid? Get out a paint spray gun

Feb. 21, 2013 ? There is research that is off the wall, some off the charts and some off the planet, such as what a Texas A&M University aerospace and physics professor is exploring. It's a plan to deflect a killer asteroid by using paint, and the science behind it is absolutely rock solid, so to speak, so much so that NASA is getting involved and wants to know much more.

Dave Hyland, professor of physics and astronomy and also a faculty member in the aerospace engineering department at Texas A&M and a researcher with more than 30 years of awards and notable grants, says one possible way to avert an asteroid collision with Earth is by using a process called "tribocharging powder dispensing" -- as in high pressured -- and spreading a thin layer of paint on an approaching asteroid, such as the one named DA14 that came within 17,000 miles on Feb. 15.

What happens is that the paint changes the amount by which the asteroid reflects sunlight, Hyland theorizes, producing a change in what is called the Yarkovski effect (which was discovered by a Russian engineer in 1902). The force arises because on a spinning asteroid, the dusk side is warmer than the dawn side and emits more thermal photons, each photon carrying a small momentum. The unequal heating of the asteroid results in a net force strong enough to cause the asteroid to shift from its current orbit, Hyland further theorizes.

The kind of paint used is not the kind found at your local hardware store, Hyland explains.

"It could not be a water-based or oil-based paint because it would probably explode within seconds of it entering space," he notes.

"But a powdered form of paint could be used to dust on the asteroid and the sun would then do the rest. It cures the paint to give a smooth coating, and would change the unequal heating of the asteroid so that it would be forced off its current path and placed on either a higher or lower orbit, thus missing Earth.

"I have to admit the concept does sound strange, but the odds are very high that such a plan would be successful and would be relatively inexpensive. The science behind the theory is sound. We need to test it in space."

As for getting the paint on the asteroid, a practical way to do this was discovered by a former student of Hyland's, Shen Ge, who has since started a new space company. The "tribocharging powder dispenser" would spray a mixture of inert gas and charged dry-paint powder at the asteroid that would attract the powder to its surface through electrostatics. Then solar wind and UV radiation would cure the powder, giving a smooth, thin coat on the surface.

Getting the paint in the asteroid's path in a timely manner will certainly be a challenge, Hyland observes.

"The tribocharged powder process is a widely used method of painting many products," he says. "It remains only to adapt the technology to space conditions."

NASA has approached Hyland for developing such a project to test the theory, and Earth may need it quickly. An asteroid called Apophis is due in 2029 and will come closer than many communications satellites in orbit right now. It will fly by on April 13 (Friday the 13 to be exact) of 2029 and make a return trip in 2036, and it's estimated to be more than 1,000 feet in length and is appropriately named for an evil Egyptian god of chaos and destruction. There is no chance of its hitting Earth in 2029, but a small chance in the next close approach in 2036, Hyland notes.

Asteroids have hit Earth before. One hit off the Yucatan coast of Mexico about 65 million years ago and is believed to have caused the eventual extinction of the dinosaurs. And in 1908, the fabled "Tunguska event" occurred in Siberia in which an asteroid or meteor exploded several miles above? Earth, flattening trees and killing livestock over 800 square miles. The explosion is now estimated to have been 1,000 times more powerful than the A-bomb dropped on Hiroshima.

"There are thousands of asteroids out there, and only a small percentage of them are known and can be tracked as they approach Earth," Hyland adds.

"The smaller ones, like DA14 are not discovered as soon as others, and they could still cause a lot of damage should they hit Earth. It is really important for our long-term survival that we concentrate much more effort discovering and tracking them, and developing as many useful technologies as possible for deflecting them."

Google adds new touch to line of Chrome laptops

SAN FRANCISCO (AP) ? Google is adding a new and more expensive touch to its line of Chrome laptops in an attempt to outshine personal computers running on software made by rivals Microsoft and Apple.

The Chromebook Pixel unveiled Thursday includes a nearly 13-inch display screen that responds to the touch or swipe of a finger. That duplicates a key feature in Microsoft Corp.'s Windows 8, a dramatic makeover of the world's leading operating system for PCs.

The Pixel's high-resolution screen displays 239 pixels per inch, slightly more than Apple Inc.'s MacBooks with high-resolution Retina displays. A MacBook Pro with a screen that measures 13.1 inches diagonally can handle 227 pixels per inch, while the 15.4-inch model is at 220 pixels per inch.

"This is the future: high-resolution screens and touch," said Sundar Pichai, a senior vice president who oversees Google's Chrome Web browser and operating system.

Google Inc. designed and built the Pixel for "power users" ? a fastidious and generally more affluent segment of the PC market willing to pay more for machines equipped with compelling features and components not found in cheaper laptops.

The strategy is a departure for Google, which had positioned Chromebooks based on its Chrome operating system as affordable options for homes and offices looking for a quick and easy way to connect to the Web. Google has been partnering with PC makers to make Chromebooks over the past two years. Among them: Acer Inc. makes a bare-bones Chromebook for just $199, while Samsung Electronics Co. sells one for $249.

The Pixel, which Google is building without a partner, will cost $1,299 for a Wi-Fi only model with 32 gigabytes of flash storage. A 64-gigabyte machine that can connect on both Wi-Fi and a 4G LTE cellular network will cost $1,499. That's the same price as the cheapest MacBook Pro with a comparable screen, though the Apple laptop comes with 128 gigabytes of storage.

Apple does have a cheaper, lighter laptop, the MacBook Air. A 13-inch model with 128 gigabytes of storage starts at $1,199. It weighs less than 3 pounds and doesn't have a high-resolution screen. The Pixel has the high-resolution screen and weighs 3.35 pounds. The 13-inch high-resolution MacBook Pro weighs 3.57 pounds.

Google believes Pixel is a better value than the Air, given its higher-resolution screen with touch controls. Google is also throwing in 1 terabytes of free online storage in its data centers for three years ? a benefit that Pichai estimated would cost $500 to $600.

The Pixel "will stand up very, very well to the MacBook Air," Pichai said. "The goal here is to push the boundaries to deliver the best laptop at the best possible price."

Though its popular iPad has a touch screen, Apple has shunned touch-screen laptops. Apple figures that because people use laptops with the screen in front of them, rather than in their hands or laps, it's not a pleasant experience to constantly have to reach out to touch the screen.

Microsoft, on the other hand, considers touch screens to be central to all computing environments. Windows 8 was designed to make desktop and laptop computers work more like tablet computers. Computers with touch-screen monitors can respond to touch along with old-style mouse and keyboard commands.

Google's online Play store will begin selling the Pixel in the U.S. and U.K Thursday, with BestBuy.com expected to take orders on Friday. A hands-on experience with the Pixels also will be available beginning Friday in 10 of Best Buy's retail stores in California, Minnesota, Washington state, Virginia and New York.

Pichai declined to say how many of the lower-priced Chromebooks have been sold, but said the models have ranked as the most popular laptop sold by Amazon.com Inc. for the past four months.

The free online storage is being included with the Pixel to overcome the laptop's lack of a hard drive. Like other Chromebooks, the Pixel functions like a terminal dependent on an Internet connection to get to information and applications stored in large data centers run by Google or other technology providers.

Spurred by the growing popularity of smartphones and tablet computers, Google is betting more people will prefer having data, photos and video stored in remote data centers instead of individual hard drives so the content can be accessed from any Internet-connected device.

Google's expansion into the high-end of the laptop market immerses the Internet search and advertising company more deeply into the business designing and making gadgets.

The company is already a major player in the mobile device market through its Android software. To help promote Android, Google also has designed a line of smartphones and tablets under the Nexus brand. The company also owns smartphone maker Motorola Mobility, which it bought for $12.4 billion last year.

Google's deepening involvement in hardware has ignited speculation that the company might eventually open its own chain of stores to sell its products, just as Apple and Microsoft already do. Pichai didn't address that in a response to a question on that topic at Thursday's event.

Apple and Microsoft already have been hurt by the increased competition from Google. Most smartphones and tablets running on Google's free Android software cost less than Apple's iPhone and iPad, helping to siphon sales away from those devices. Sales of PCs running on Windows also have been sagging during the past year, partly because consumers are relying more on Android devices.

Google says it expects to make a small profit on each Pixel sold, but the company figures to make more money from the online traffic delivered from the machines. Like other Chromebooks, the Pixel is set up to automatically use all of Google's services, including its search engine, Gmail and YouTube video site.

GOP-led Indiana House panel backs bill prohibiting payroll deductions for teachers union dues

INDIANAPOLIS ? Republicans sparked protests from teachers and union officials Tuesday by pushing legislation through a House committee that would bar Indiana schools from automatically deducting union dues from teacher paychecks, an issue that critics thought was off the table this year.

The legislation, which has the support of Gov. Mike Pence, cleared the House Education Committee along party lines.

If the plan makes its way through the GOP-controlled Legislature, it would be another major blow to Indiana's unions. A right-to-work law was approved last year that banned collecting mandatory union fees at private businesses, a year after lawmakers restricted the collective bargaining power of teachers.

"This is being done, in my opinion, to do nothing but stifle their representative voice, as other legislation that has been passed in recent history," said Rick Muir, president of the Indiana Federation of Teachers.

Pence, a Republican, and the Indiana Chamber of Commerce logged their support for the measure Tuesday. Chamber President Kevin Brinegar said a school district or other government unit should not be involved in collecting money which can then be used for political purposes.

Rep. Jeff Thompson, a retired high school chemistry teacher who said he paid union dues by check, slipped the proposal in shortly before a key legislative deadline Tuesday in the House. The Republican from Lizton said deducting union dues from paychecks is equivalent to lawmakers raising political donations using their Statehouse phones.

"Even though it costs the state nothing, it's wrong for me to collect contributions using the Statehouse property," Thompson said. "It's just not the way it should be done, is it?"

But it's unclear how the legislation would fare in the Senate. The chairman of that chamber's education committee, Sen. Dennis Kruse, said he had decided not to consider a similar Senate bill on teacher union dues and wasn't sure whether he would act on the House measure.

"I think we've the teachers pretty hard the last couple of years, and I don't think we need to keep doing things that from their perspective would hurt them," said Kruse, a Republican from Auburn. "I think we should just pause for a little while and let some of these changes we've made be implemented and let things go on for a little bit."

The support marks something of a surprise from Pence, who did not mention the issue during his campaign and left it out of his policy "roadmap." A top policy adviser, however, told the committee that the governor favored the measure.

"Governor Pence supports this bill because it rewards high-performing schools and teachers with more freedom and flexibility, and he does not believe public schools should collect money for private entities," Pence spokeswoman Christy Denault said after the committee vote.

The measure now heads to the full House.

Zimbabwe prisons to review death sentences

HARARE, Zimbabwe (AP) ? Zimbabwe prison officials said Wednesday that they are not in a hurry to engage the services of a newly-appointed hangman to execute the 77 inmates on death row and will review their sentences.

Prison authorities want to give prisoners facing execution a "chance to live," official Huggins Machingauta said. He said all death sentences will be brought before the cabinet of ministers for a review to commute them to life.

"We are in no hurry to hang anyone. It is our wish and hope that they get a reprieve," Machingauta said.

The hangman's post was vacant for about seven years since the previous one retired in 2005. State media reported earlier this month that prison officials said they found a new hangman.

A new proposed draft constitution endorsed by the country's two main political parties exempts women, men under 21 and those over 70 from the death penalty. The charter, which will be put to a referendum on March 16, only allows for the imposition of death penalty for cases of "aggravated murder."

Civic rights groups, however, want the "total abolition" of the death penalty.

Edison Chiota, head of a prisoners' rights group, Zimbabwe Association for Crime Prevention and Rehabilitation of the Offender, said Wednesday his group is against what he called the selective way the law would be applied under the new constitution.

"People are all the same without taking gender and age differences into account," Chiota said.

He said if Zimbabwe decides to continue with the executions it must adopt international best practices of execution such as the lethal injection that do not cause excessive pain.

Chiota said Zimbabwe uses the oldest method of hanging called "the long drop" where the prisoner is made to stand on a trap door. The trap door is opened for the noose to break or dislocate the neck.

"Hangings are outdated," Chiota said.

A prison officer who spoke to The Associated Press on condition of anonymity for fear of losing his job said he is still haunted by several executions he witnessed in his 20 years of service at Harare's Central Prison.

"The method is gruesome and inhumane, I wouldn't recommend anyone to witness it," he said. "One only needs to read the log book in which the executions are entered to have chills run down the spine."

The officer said it was a "harrowing ordeal to have to accompany someone to such a brutal end."

Aus asks Israel to provide info about Prisoner X's death

Australia [ Images ] has asked Israel to provide information about the death of Prisoner X, a jailed Australian-Israeli with links to spy agency Mossad.

The Prisoner X -- identified by Australian media as Ben Zygier -- apparently hanged himself in a prison near Tel Aviv in 2010.

Australian Foreign Minister Bob Carr said his department was in a process of compiling a report on the case and has asked the Israeli government about some information.

"We have asked the Israeli government for a contribution to that report," he was quoted as saying by the Australian Associated Press. ?We want to give them an opportunity to submit to us an explanation of how this tragic death came about."

Earlier, Carr ordered a review of the Zygier case in? a bid to find that enough was being done by Australian consular staff and to identify any potential areas for improvement.

The Australian report quoted Attorney General Mark Dreyfus as saying he does not see the need for such a review.

Dreyfus said that he was confident that the department of foreign affairs and trade would get to the bottom of what he described as a "family tragedy".

"I haven't seen any need either for such a review to take place within the attorney-general's department," Dreyfus said.

Zygier was arrested by Israeli authorities in February 2010 and was held in a maximum security cell under a false name until he died in December 2010.

The Australian government's handling of the Zygier case has come under scrutiny after confusion over who knew about his arrest and detention.

Sony slashes price of PlayStation Vita gaming console .... in Japan

Sony announced on Monday that it was lowering the price on its flagship handheld gaming console, PlayStation Vita, by as as much as one-third - a step that could suggest the below-par performance of the product on its home turf.

The Japan based consumer electronic goods maker confirmed that prices of both the 3G and Wi-Fi variants of the console will be slashed by as much as a third from 28 Feb.

Both these devices will now be available for just under ?140 (24,980 Yen). That's around one-third less than ?the current suggested retail price of of the PS Vita 3G (?210) and a 20 per cent discount compared to the ?PS Vita Wi-Fi.

There is more to cheer for if you are PS Vita owner in Japan. Sony confirmed that all the owners of the device in the country's will be rewarded a week worth free PS Plus access.

However, the company refrained from disclosing whether or not it intends to introduce similar price cut for the PS Vita in other markets. Some experts believe that Sony may have saved the news until Wednesday when it will be hosting an event in New York city.

The focus of that event, according to rumours floating all around, will be the PlayStation 4. Check out the review of the Sony Playstation Vita gaming console.

    Correct me if I am wrong (and I am sure someone will), but wouldn't this apply only if you use the "Send via biteSMS Method" instead of "Send via Carrier Method". AND, I would bet if you read your Verizon, or AT&T, or T-Mpbile, or ???, EULA it would have a pretty similar clause.

    IMHO, anybody who sends anything via email or SMS and thinks it is totally private, never can be seen by anybody other than who one intends, has been badly deceived.

    I think that's less of a texting policy and
    More of a theming policy.
    On your device the texts you send to and from aren't going through bite*
    Unless your using bites service.
    But if you develop a theme and submit it to bite, or you develop a "fix" or better method In the coding and send it to bite they re saying they can legally claim it.
    Which judging by all the themes in cydia, they haven't done.
    But they could. I think it's a standard in all user agreements.

    That makes better sense. And standard. If you use our product, even if you make changes to it, we still own the rights to the product.

Egypt soccer protests hit restive Suez Canal city

CAIRO (AP) ? Thousands of soccer fans enforced a work stoppage Sunday in Egypt's restive city of Port Said to protest government "injustices," disrupting rail services and forcefully evicting workers from factories and provincial government offices.

Egypt's president Mohammed Morsi had declared a state of emergency and 30-day curfew in Port Said and two other Suez Canal provinces following a wave of violence that left more than 50 people dead last month. The state of emergency is still in effect, though the curfew was reduced to only two hours after residents ignored it.

That unrest was set off when a court convicted and sentenced 21 people to death for involvement in a mass soccer riot in the city's main stadium on Feb. 1, 2012 that left 74 dead. Most of those killed in the melee were visiting fans of Cairo's Al-Ahly team.

The verdict enraged people in Port Said, where the majority of the condemned were local soccer fans, many of whom claim innocence. The ensuing security crackdown deepened a sense of persecution that residents have harbored since the stadium disaster, the worst soccer violence ever to hit Egypt.

As part of the Sunday protest, members of the "Green Eagles" fan club, supporters of Port Said's Al-Masry team, also disrupted the city's main telephone exchange and sent students home from several schools.

Several hundreds of protesters marched through the Mediterranean city at the mouth of the Suez Canal, chanting against the government and raising pictures of those killed in the violence.

"Port Said has always been treated unjustly over the years," a statement by the Green Eagles said. The group said the verdict exonerated state institutions ? including the interior ministry and the military ? which it said should be held responsible for failing to prevent the massacre.

"The city's revolt comes because of a deep sense of injustice," the statement said, adding that this was aggravated by the use of gunfire by the interior ministry against unarmed civilians under orders from the regime.

The group called for retribution and compensation for those killed during the recent unrest, and a retrial for those found guilty in the soccer massacre.

There was no immediate government comment on the situation in Port Said.

The violence in Port Said, and the subsequent emergency measures Morsi attempted to impose are the latest sign of Egypt's deepening malaise.

Morsi and his government are struggling to impose order as discontent widens beyond the capital Cairo in the face of growing social and economic problems.

Morsi is also facing an increasingly vocal political opposition which complains that he and his Islamist backers in the Muslim Brotherhood, Egypt's strongest political force, are attempting to monopolize power and have adopted practices similar to longtime authoritarian leader Hosni Mubarak.

Mubarak was forced to step down in the face of popular protests in 2011 after ruling Egypt for nearly 30 years under a tight security regime.

The Popular Current group, one of the main opposition groups, expressed its support for the Port Said work stoppages Sunday, saying the city's anger is "part of the popular anger" against Morsi.

"What is happening in Port Said is a legitimate right in the face of an authority that has adopted repression and tyranny," the group said in a statement.

Mohammed Fouad, a representative of Port Said's business community, told the privately-owned ONTV channel that the work stoppage tactic was used out of desperation after much injustice.

"The officials have done nothing for us ... The presidency is not moving a finger," he said.

Two anatomic pathology residents at the University of Florida College of Veterinary Medicine were honored during the 2012 meeting of the American College of Veterinary Pathologists held recently in Seattle.

The honorees are:

Sophie Wickins, a third-year resident, received the 2012 C.L. Davis Foundation Scholarship Award for Veterinary Pathology in recognition of scholarship.

Angelique Leone, also a third-year resident, received a young investigator award in the natural disease section for her poster, ?Giant Cell Meningoencephalomyelitis in a Pregnant Andalusian Mare.?

Darba Owens-Simmons, senior library specialist at Library Partnership, is the recipient of the 2012 Guy Hudspeth Award.
